Can I use this on a Sony A7 mirrorless?

Yes - via Sony's LA-EA3 or LA-EA5 adapter. LA-EA5 gives full AF compatibility on A7 III, A7R III and later bodies. LA-EA3 works on older Sony E bodies with more limited AF.

Does this lens have image stabilisation?

Not in the lens itself. Sony A-mount SLT/DSLR bodies have in-body SteadyShot. On E-mount adapted bodies, stabilisation comes from IBIS where available.
