Why does 16x need stabilisation?

Magnification amplifies hand tremor just as much as it amplifies detail. At 8x most people can hold a steady enough image; by 16x natural hand movement makes the view difficult to use. Electronic stabilisation cancels that movement, so the magnification becomes usable without a tripod.

Does it still work if the batteries run out?

You can still look through it as a conventional binocular, but without stabilisation a 16x view is very difficult to hold steady. Carrying spare batteries is strongly advised.
