Is f/4 fast enough without IBIS?
For static subjects, yes - the six stops of optical stabilisation in the lens cover handheld shooting in low light on their own. For moving subjects in dim conditions a faster prime will still help, since stabilisation steadies the camera but not the subject.
How does it compare to the XF 18-55mm kit zoom?
The 16-80 is wider at both ends, has a constant rather than variable aperture, is weather-sealed and better stabilised. The 18-55 is smaller, lighter and brighter at the wide end (f/2.8).
